The “Support to the Development of Social Welfare Regulatory Mechanisms” project strives to contribute to smart, sustainable and inclusive growth for the Republic of Serbia by building a more knowledgeable and skilled labour force, improving social protection policies and promoting the social inclusion of vulnerable populations, enabling greater opportunities for a better standard of living in alignment with the targets set forth by the Europe 2020 Strategy.
The project is financed by the European Union, and implemented by the consortium of partners composed of NIRAS, Proman and KPMG. The Ministry of Finance, Department for Contracting and Financing of EU Funded Programmes (CFCU) is the Contracting Authority. The main beneficiary of the project is the Ministry of Labour Employment Veteran and Social Affairs (MoLEVSA). Project implementation is planned in the period June 2017 – June 2019.
The project gathers key partners interested in further improvements in social protection policies and promoting the social inclusion of vulnerable populations, enabling greater opportunities for a better standard of living.
The overall objective is to contribute to smart, sustainable and inclusive growth for the Republic of Serbia through initiation of activities that reduce inequalities and strengthen social protection, cohesion, inclusion, economy and employment, in alignment with the targets set forth by the Europe 2020 Strategy, and with tangible outcomes for the most vulnerable and disadvantaged groups in Serbia.
The driving force behind the project is that in the future the Social protection system will be strengthened through further development of community-based services, but also through the testing and piloting of the innovative instruments that improve the quality of care and current social welfare service standards.
The project is implemented within three main components:
NIRAS provides technical assistance to the Beneficiary Institutions in the management of Grant Scheme, in an effective and timely manner. Namely, this TA is focused on strengthening Beneficiary’s expertise and know-how, developing and increasing its capacities, gathering and analyzing Projects outcomes, as well as rising awareness and publicity of the EU support to social inclusion.
NIRAS Team assists further development of the community based services and initiatives in Serbia, by providing guidance and support in up taking of the awarded grant actions. In that aim, Team experts offer expertize in developing appropriate impact and sustainability, as well as engagement with their experience to support through evaluation and analysis empirical base of the projects’ actions.
NIRAS Technical Assistance performs the capacity building and piloting of innovative instruments for the improvement of social welfare service standards, as well as introducing new regulatory mechanisms in social protection, including overarching social protection development strategy.
